DOS window in latest DELL AND XP causes keyboard to hang

I have beenusing XP proffessional on DELL hardware, and just got 2 new
machines. NOW all of the sudden, my keyboard hangs (mouse OK) in my DOS
window. It works OK when I activate a windows app, but whe I activate the DOS
app, I can not type on the keyboard. I can only move the mouse to the x and
close the dos window. then I have to END program.

HELP.... Mel
 
Which one, command.com or cmd.exe?
