I recently had a problem with the video in DOS one day
the picture all got shifted up by about 25%. So at boot
up and other times in the DOS are the picture is off, but
it is fine in Windows. Any ideas?

This newsgroup is for video related problems in Windows XP, not DOS. DOS
does not exist in XP except in a limited emulator and it's very unlikely and
DOS video player program will function correctly as such a thing would
require low level access to hardware, something the DOS emulation in XP
doesn't allow.

You'd be far better off using one of the 100's of windows movie players...
