DOS Application - cant delete from my desktop

I have a DOS/command application on my desktop and trying
to delete it, I keep getting the following error message:

Cannot delete FILENAME: It is being used by another
person or program. Close any programs that might be using
the file and try again.

After closing all valid programs/processes, I still have
not managed to delete it, even though it is not being
used by any other program/process.

Can somebody help me as to deleteing the file?

Can you delete it in Safe Mode?
