cannot delete executable applications

I am not sure how much information would be useful here,
but the gist is:

When an ms-dos exe application exists on my computer, I
cannot rename or delete it. I get Error Deleting File or
Folder: "Cannot delete (file name) it is being used by
another person or program. Close any programs that might
be using this file and try again."

The only process that was left was explorer.exe, so I
brought up CMD and killed explorer.exe, then deleted the
application. When I do this, I am able to rename or
delete these.

It has happened when I downloaded other applications off
of the web and when I created an exe from a compiler while
writing C. I do have a home network, but this happened
before that.

It seems like dos exe is forever linked to the explorer
process. Why? What can I do to prevent it? It doe snot
happen to every exe, but 90% of them. Anytime I want to
delete them, it becomes a whole process.

Whoever has this explanation and answer is the man (or
woman)!

That's just a feature of XP, as designed.
