Don't want to download pictures when replying

Hello,

I'm using Outlook 2003, POP only (no Exchange Server).

The option in Mail format | Internet options | HTML options to include a
copy of pictures is not checked. But even so, Outlook prompts me to
download pictures contained in emails when I reply to such a message or
forward it.

The prompt that comes only leaves me two choices: either don't permit the
download and abort the reply or forward, or permit the download. Shouldn't
there be a third option: don't download, but create the reply or forward
without an embedded image, using just the link as it was in the original
message?

Is there any way I can make Outlook use simply the links contained in
emails when replying or forwarding, without downloading the images these
links point to? This must be possible somehow...

This would be a welcome change, yes.
This must be possible somehow...

What leads you to believe it "must" be possible?

The option in Mail format (see above)... I thought it may mean what it says
:)

But of course I should have used "should" instead of "must".
