don't see the Change server health settings

I am running frontpage 2002 on Windows 2003 server. I don't see the Change
server health settings in Frontpage admin page.

It's not in FrontPage.
It's in the IIS administrator in Control Panel > Administrative Tools.

IIS MMC | Website | Right Click then select All Task | Check Server Extensions
