I'm guessing that it's a bug, because my 68 GB HD with 21 GB free got a 3.5,
and my 37 GB on my other computer gets the same... It's a pretty big bug,
though.

The 3.8 is the lowest scoring factor. MS rounds down to 3. That becomes
the rating. The rating is not an average, but the lowest subscore (weakest
link theory). There is no bug. I suspect to get a higher hard drive rating
it would need to be a SCSI running at 10k or 15k rpm.

The Pre-RC1 build has a different hardware rating. It doesn't round down any
more. It rates your computer based on the lowest score to one decimal place.
The hard drive rating is based on transfer rates. Here's as good an
explanation as any.
