Domain users and jpg

For some reason, a domain user that doesn't have at least
a Power User rating an a pc can't open jpg files. The
following error occurs: NO FILE FORMAT INFORMATION CAN BE
FOUND IN THE REGISTRY. UNKNOWN FILE FORMAT ERROR. It
doesn't matter what program is being used to open the file.
