No, except you can deny right and appply rights for these machines on
the domain GPO object
 
Or you could use the no override switch on the OU GPO.

Although certain aspects of policy, such as password policy, cannot be
denied.

Actually I think you meant the Block Policy. The no override supersedes the
Block Policy.
