Domain controllers

We have one w2k native domain and also we have 2 AD sites, one in UK and
the other in Belgium. Both sites have a different subnet. The sites are
connected by a firewall VPN tunnel which routes traffic between the two
sites. Each site has their own domain controller. All the fsmo roles are
with the uk domain controller and both domain controllers are global
catalogs

Our uk domain controller went down, but the belgium domain controller did
not serve the logons from UK and UK users could not log on while the uk
domain controller was down. I thought this is how AD would work and the
belgium domaim controller would take over when the uk DC is down.

Is there anything else I need to configure to do this or can this be done.
Has the uk domain controller having all the fsmo roles have anything to do
with it.

Are DNS installed on the Belgium Domain Controller and configured with a
replica of the DNS zone? and are UK clients havening the Belgium DC as DNS
Server in there TCP/IP Settings? Active Directory are depended on DNS, and
wont work without it.

The Belgium domain controller does have DNS installed and has a replica of
the DNS zone. The uk clients get their dns info from a dhcp which has its
scope option for DNS set to the uk domain controller. Should i add the
belgium domain controller ip to the DHCP dns scope options as well then.

Zone. UK clients get their DNS info from a DHCP server which has scope
options for DNS set to the UK domain controller only. Should I add the
belgium domain controller ip to the DNS scope option as well in dhcp.

Yes. Otherwise you don't have any use of the DC in Belgium for redundancy
since the UK clients never can find it.
