domain based dfs structure does not synchronize

i created a domain based dfs structure within my w2k_domain and configured 15 root replicas and 12 link replicas and replicaiton policies each other as a star topology i mean one for all replication topology....but it does not replicate the data to partners i checked up the ntds connections, schedules but it does not work..i did nothing except used a w2k server 2003 adminpak from an xp pro client just created like it says on the books...should i do anything else???
