Can anyone tell me if the word count option on Word 2000 automatically leaves
out footnotes in the total number, or does it count them as well?

The word count does omit footnotes, and endnotes and text boxes and
headers/footers, and anything else not in the main body of the
document.

If you need the count including the footnotes, switch to Normal view
and click View > Footnotes to display the footnote pane. Select all
the footnotes and use Tools > Word Count, which will show the count
only for the selected footnotes. Then you can add that to the count
for the main text.
