Does word 2007 have the ability to dock and undock sub menus such as table outline

I us tables a lot and used to find the undocking of table outline sub
menu conveneient to click on different borders of different cells .

Can you detach this menu from its menu position and float the same

No. Floating menus and toolbars are not in 2007.

As Patrick said, 2007 does not have floating or undocked toolbars. However,
there is a Quick Access Toolbar available, so that you can assign the
borders tools to that toolbar which is always available no matter which Tab
you have selected.
