Does Windows let you amplify your voice via microphone and speakers?

I would like to be able to speak into a microphone attached to my USB
port, and have a much amplified output come out of my speakers. After
I accomplished that, I would want to insert software that modifies my
voice in certain ways. But the main task right now is the first - to
get my voice amplified. Is there any program that comes with Windows
XP that does this?

In my case the computer came with all drivers pre-installed. I looked
through all the programs on my computer, and I don't see a single one
that lets me speak into the microphone, and have the output go to the
amplifiers. What I'd like to do is actually modify the voice in
certain ways before it gets to the speakers. But even without that,
there seems no way to create a direct path from mic to speaker.
Is there some SDK that microsoft puts out that allows visual basic to
get an input from a mic, modify it, and send it to the speakers? Can
this be done without noticeable latency?

The features you want depend on the sound card and drivers. On one of my
computers I have an Audigy and can output directly if I want, the other has
integrated audio and as far as I can see can't output directly. I dont have
a mic on the computer with onboard audio so can't try. If you have a look
through control panel, sounds and audio, options, properties and see what
you can do. Play around with the settings you cant break it
