Does vb.net provide the way to write a static library?

I need to write some code and deploy as a static library (.lib) to developer
to integrate in the program or dll.

How can I write it?

Although VB.NET can provide to create DLL file, but I cannot deploy to the
customer because I don't want the customer can use my DLL seperately.
