Does the recyle bin reserve space property make that space inaccessible?

Say you assign the Maximum size of the Recycle Bin to say 10%

Does this mean 10% of your drive space is reserved, that is unusable, except by the Recycle Bin

Could anyone tell me if this swallows up some disk space, even if you recycle bin is empty?

The Recycle Bin will use UP TO 10% of the total drive space. It is not
Reserved. You can verify this yourself by observing drive free space
before and after emptying the Recycle Bin.

Fellow Comrades,

Using 10% of the HD for the recycle bin is totally ridiculous especially
with these monster 120GB or bigger HD's. I set my recycle bin to 1%. Does
anyone know of a way to make the recycle bin smaller than 1%?
