does outlook 2003 support tls

does outlook 2003 support tls?
this is needed in order to use smtp.live.com, i can only see ssl.
if i use the test configuration with test account, all is ticked green and
works fine, even sends me an e-mail to my account.
if i send mail from the account once setup, it will not send, outlook says
it needs tls.

This should be all you need to do:

Click the Advanced tab, and under Server Port Numbers, enter the following
information:
· In the Incoming mail (POP3) box, type 995.
· In the Outgoing mail (SMTP) box, type 587.
· Under both Outgoing mail (SMTP) and Incoming mail (POP3), select the
‘requires secure connection (SSL)’ check box. In Outlook 2007, choose Auto;
use SSL for Outlook 2003
