Does not reboot properly

When I "Turn Off" the computer by the normal way, it restarts normally.
But, when I choose the "Restart" option, it starts with the black options
screen, and then, after I choose the "Start Windows Normally" option, the
same screen restarts, recursively. The same happens if I choose the "last
known good configuration".
Then, I must put the computer off with the on/of switch, and restart it the
same way. Now it starts Windows OK.
This behavior is particularly ennerving when I must reboot the machine after
an update or new program installation.
What can I do?

Boot to windows safemode.Perform System restore to nearest working
point.Uninstall all unused programs.Use CCleaner to clean all un wanted
temporary files.Don't use very old programs versions like word 2000,Internet
explorer 6.

Thank you. I did everything you said (except Restore because I didn't have a
suitable Restore point - the issue is very old) to no avail. Also checked
for disk errors.
There is a difference between shuting down Windows with the "turn off" or
the "restart" switches. The second one does not turn off Windows normally,
in my computer.
I wish I understood.
