Does Microsoft Jet need to be installed to convert databases?

When trying to convert dBASE IV a message comes up saying that Microsoft Jet
4.0 does not recognize.

Hon, Jet can't convert DBase files, but it can link to them. Create a new
Jet database and link to the tables in the DBase files so you can read the
data. And Jet is already installed on most modern Windows OSs.
