Does Excel 2000 have the "List" data function like in Excel 2003

I created a spreadsheet with excel's List function. I gave the spreadsheet
to someone with Excel 2000 instead of 2003 and the List buttons are not
showing up for them. Is this because 2000 just simply not have the List
function?
