I am having problems with folders opening really slowly when trying to insert
pictures from files from inside Powerpoint XP (2002). I have defragged the
hard drive twice. and the files within these folders do not appear to be
excessively large. It appears to only be happening withing Powerpoint and
not the other Office appliations. Any help would be greatly appreciated

How large are they in KB, and what file type? How many files are in the folder?

Once you've opened the folder the first time, does it open faster the next time
you insert a picture?

If you open the first couple of them in an image editing program, how large are
they in pixels?

As an interim fix, move your pictures out of the My Pictures folder into other
folders. Put shortcuts to these other folders in My Pictures. Then when you
insert a picture, change to e.g. Details view while PPT's showing you the
contents of My Pictures, and THEN click one of your shortcuts. With the file
dialog in details view, it won't be trying to generate preview images. That
should speed things up for you.
