Does a tv tuner only capture video?

Can a tv tuner be used to transmit video to a tv? and how? If not then what
else can i do?

TV tuner is a Receiver, You may have S-video connection on your computer
that may connect to the TV input. This in not a Windows XP issue, you
may contact your electronics store for connecting cables.

Some have output coax, output SVideo, output RCA. Some have no external
output.
Other alternatives depend on the tuner card... and the TV/VHS recorder
input capabilities relating to the output features of the tuner card.

No, a TV tuner cannot be used to transmit video. I'm not sure where you got
the idea otherwise: Can your television transmit? How about your car
stereo?

You would need a video card that has some kind of TV output like an RCA jack
or S-Video in addition to your usual VGA plug.
