I did an upgrade install of Vista Home over Win XP. There appears to be a
remnant folder of Documents and Settings in the c:\ drive with subfolders
but no files. Can this be safely removed?

No. It's a junction point, there for compatibility with certain programs.
It links to the new location in Vista. Any folder that is faded, and has
the curved arrow overlay a junction point. Access is denied when you try to
open it. Leave them be.
