Document Protection option greyed out, why?

I am creating a template that has control toolbox option (radio) buttons
included. I want to protect this document but the Protect Document option is
greyed out, Why?
 
In all probability you are still in 'Design Mode'... click the button to exit
from Design Mode and you should be able to activate Protection.
