I need tip for a good template or solution to a document-control database for
a middle sized firm.

I don't think there is such a thing as a generic document control database
application for a business of any size. I've done document control systems
and found that the requirements start out sounding the same for all of them
and then they all develop into entirely different applications. The
requirements for two such systems for the same department of one bank
started out sounding exactly the same. One turned out to be fairly simple
and required just a few weeks work, the other was very complex and required
a year.

The best tip I can think to give you is to analyze your needs and come up
with your requirements before you start your search. Once you know what
you need you can search for a solution to those needs. You'll need to have
that information whether you do the system yourself or hire someone to do it
for you.
