Do you know how to make a collage?

I would like to make a collage out of several pictures...flying in the
parts...like pieces of a puzzle...until the picture forms an outline of
Spain. I am racking my brain to figure out how...

Any ideas would be appreciated.
Is there perhaps a template out there somewhere?

Break the images into pieces with your favorite editor (cropping) and then
bring each piece in as desired.
