Do Not Deliver Before

Using Outlook 2002, I set up a message with the Do Not Deliver Option to be
sent on Friday 7/8/2005 at 12 noon. It was delivered at 12 noon but the
message indicated that it was sent Fri 7/8/2005 10:53 AM. Is there any way
to fix this? I've seen lots of questions about this, but no answers.

It was sent at the time you clicked the Send button (10:53, I'll bet).
 
No - I sent it in the office to a co-worker. I had her keep an eye out for
the message. It got to her at noon, but when she opened the message it
indicated that it was sent at 10:53 AM.

No, noon is the time it was DELIVERED. The time it was SENT is the time it
was placed in your Outbox, which was, presumably, prior to noon. You didn't
click Send at noon did you? If so, why would you have needed the delayed
delivery option.
 
Yes - You're right. But I wish it would indicate the time that I wanted it
delivered as the time sent. I put things in my outbox weeks in advance.
