do not deliver before used to work now only works if user is logge

I've got a user that with outlook 2002 could designtated a do not send before
time. then at that time it would send.

She's now at 2003 and while it does not send before the time specified, it
will only send the next time she logs in. So, the issue is, she wants to
send a message delayed until sunday for a monday morning meeting reminder.
she tags it on friday and leaves, logging out her workstation. when she logs
in on monday it sends.

Shouldn't this still send on sunday. It used to.

it should work if she disables cached mode.
