Thank you for posting here.
I truly understand your concern. However, based on my knowledge, the option
"Do not deliver before" in Outlook is an Outlook Client Side rule, which
means the option only works when Outlook is running. Actually, when this
rule fires, the message first is stored in Outlook Client Side instead of
Exchange Server Side, which determines the rule is only for Outlook Client
Side.

| We are running Exchange 2003/Outlook 2003. Several of our users are
trying
