Do I need to include meta tags on every page?

I am fairly new to web design. Using Frontpage 2000. Do I need to include
Meta Tags on every page of the site or just the Index ? Any help will be
appreciated.

If you are going to used them, then yes.

Description
Keywords

The above items need to be related to the actual viewable content of the page they are inserted on.

More importantly (MUCH more importantly) they need to be related to the
keywords that are found in the human readable CONTENT on the page.

To me, viewable content is HUMAN readable content.

No. But it depends on the meta tags and what you want to achhieve for
your web site. If you don't want search engines to score your pages high
leave out important meta tags and don't use them for each page.
