I am trying to develop some Excel Add-in for sale, do i need any licence or permission from Microsoft

As far as creating an addin that operates in Excel, no you don't. If you
use controls that need licenses or something like that, then you would, but
not for Excel. Each User of the addin would need to own a licensed copy of
excel.
