DNS/Server Error Help!!!

Everytime I run Internet Explorer I get "The page cannot be
displayed" and no websites load. Further down it states:
"Cannot find server or DNS Error
Internet Explorer"
I opened DOS and pinged the DNS server and all packets
failed. Can someone please help me fix this problem, thank
you.

Any help you can provide me with is appreciated.
The browser I am currently using is Opera.
