hi,
Is there any restrictions (rules etc) to set up a DNS server
over a dial up connection?

thanks.

No, not really, but this is assuming that this server is not for Internet
users to use and only for your internal client and/or Active Directory
usage?

If for internal client usage only, that's ok, no prob, but it's recommended
to use a forwarder on it for your internal users to resolve Internet
resources. See step 3 here on how to setup a forwarder:

This is all assuming you're behind a NAT device that is dialing up and
making the connection (and not ICS because it will interfere with DNS and/or
DHCP functionality).
