Dns Problem

We have a Windows 2000 server running SP4 as a dns
server; we are having the oddest problem though.

The Nic on the server points to itself to resolve dns
querries. If I do a nslookup for www.cnn.com, it
connects to itself, and resolves the ip addresses
correctly. When I point clients to the server for dns,
the clients resolve dns correctly.

However, when you open internet explorer on the server,
it can not access any website by name.

I can connect to websites by IP addresses that are
resovled by the server itself through nslookup.

I have reinstalled SP4, checked the hosts file which is
empty.

What do you think is wrong?

Is there a proxy server installed somewhere that is blocking this machine?
Do you need to install a proxy client on this machine? Do you need to setup
IE for a proxy server setting?
