DNS issue on public library free wi-fi?

We understand that sometimes there may be temporary DNS-related connectivity
losses on public library (or other) free wi-fi.

However, even using other DNS servers like OpenDNS or ScrubIt! sometimes
does not resolve temporary loss of connectivity with IE 7 or Firefox 3.

But uTorrent continues merrily without missing a bit (!). OE6, configured
for news only with 3 different news-servers, works for the AIOE server but
cannot find the Microsoft (this) and the Mozilla servers.

Pretty weird - is there something else besides DNS gumming up the works from
time to time? And is there a way to deal with it?

Chance are that if you do not use BT download in public places it would not
happen.

Good observation! However, the issue occurs without the torrent client
running. And, the phenomenon has been observed for OE6 too - both with and
without BT running.
Actually we had earlier thought that maybe the wi-fi routers at such
places - especially the local public library - were configured somehow to
discourage/prevent file transfers.
Besides we found another user or two have the same issue. This laptop uses
WindowsXP Pro SP2 with all updates current.
Some basic checking was done already to eliminate obvious possible causes,
prior to this post! :)
