A .dll file is a binary program library. It typically cannot be opened,
viewed, or edited; it just gets included with a reference in the compilation
of a program.
What are you trying to accomplish by "opening" a .dll?
I downloaded MS Semblio SDK Program and there are some dll and other type of
files that I don't know with what instaled program to use for reading this
material. Because those files dont open automaticly when I click them.

The "Install" or "Setup" process will register the .dll files in the registry
so that Semblio will be able to link and use them. You don't open them or do
anything with them directly.
You may want to find a more suitable forum - I don't know what Semblio is, but
it's certainly not a Microsoft Access database application, which is the
subject of this forum.
