DLL error

When booting up I get a run.dll error that says something like an excpetion to C\WINDOWS\image.dll, install

Also when I want to start a certain game I get a cannot find Shell.DLL error.
The game has been uninstalled, and now cannot be re-installed due to that error.

Do these tie together, and if so, what can I do?
