A window pop up

windows header is 16bit MS-DOS Subsystem

dl.exe
The NTVDM CPU has encountered a illegal instruction.
CS:0534 IP:03d8 OP:63 3d 22 68 74 Choose 'Close' to terminate the
application.

When above windows pop up mt computer will have alot of problems like
internet connection problem, outlook express not working properly etc

Is it a virus ? or what ?

It's most likely spyware, malware or a virus. Rename the file
to dl.ex, then install & scan your PC with a good virus scanner.
 
dl.exe is a known virus/worm, that is why you are noticing it in i.e. and
outlook etc.
This is usually accociated with the W32.Bagz@mm worm
but as all things, it might be different.
