Distribution List shows all members?

Unless I am mistaken, in previous versions of Outlook a distribution list,
when named, showed as the name only in the To: field of email to all
recipients?
When I tried to send one recently, even when marked private and then saved,
the To: field showed all recipients the email of other recipients.
The only workaround I could find was copying and pasting the names and
addresses to the bcc field and then sending the message to myself to make
sure it went.
Can this be right? Seems to defeat the entire purpose of a Distribution List.

If I'm not mistaken, this depends on the mail server in question and/or if
working with an Exchange mailbox whether or not the distribution list is an
exchange vs. personal distribution list. For example, if I send an e-mail
where the distribution list is from the exchange gal, then the list of names
are not expanded.
