Displaying Sub-folders at the top of list view

I use Windows Explorer in list view and sort the files in descending date
order (Latest first). While this works fine with all file types, sub-folders
are displayed right at the end (even if they have the latest dates).
Interstingly, the reverse happens if you change the list to ascending date
order.
Folders seem to be listed in the opposite order as files.
Any idea how to fix this ? I would really liek to have all files listed in
Latest First order, irrespective of whether it is a docuemnt file or a folder.
Windows 2000 seemed to have behaved fine.
