Is there any way for excel to change the default dispaly
size from 800x600 to 1024x768 when it opens then back when
it closes.

Do not do this. You users will hate you for it. Since display
settings are global, changing them will affect other programs the
user may have open at the time. Do not change the display
settings. Write your project to work in any display setting.

We have people who use this size as normal but we have a
few who use the larger setting. If it changes it then
changes it back when you close out I don't see anything
wrong with it.

You are assuming that your users will be doing nothing but using Excel under
the changed display settings.

One of the advantages of Windows OS is its ability to allow multi-tasking.

Perhaps some of your users have other applications running that would not
benefit from or at worst have deletorious effects created by the altered
display settings.

Perhaps you only work with one application at a time, but most people do
not. when they leave your worksheet open and go to outlook or word, they
will be at the higher resolution - if they were working at a lower
resolution because of their eyesight this could be a real problem for them.
