I am running XP on a Dell Inspiron 8600 laptop. When I log back on after
logging off and closing the computer the resolution changes from 1280 by 768
to 1680 by 1050 which makes the icons way to small for me. Is there any way
to stop this re-setting?

One or more options/settings in an ever-growing number of third-party
applications may be disallowing the change(s) from "sticking". These include
but are not limited to Ad-aware's Ad-Watch, Spybot Tea Timer,
SpywareBlaster, SpySweeper, Spyware Doctor, CounterSpy, AVG Anti-Spyware,
Norton AntiVirus, McAfee VirusScan and/or Antispyware, NOD32, and Zone Alarm
(Free, Pro, & Security Suite).

Is the solution to go Offline. Disable the security software. Make the
change clicking on Apply and OK. Restart the computer. Re-enable the
security software.

For maximum safety, I suppose, one could physically disconnect the machine
from the internet before disabling an anti-virus application or a
third-party firewall. 9 times out of 10, though, merely a setting or Add-on
needs to be disabled before making the change(s).

Perhaps the most important things to understand here are why and how such
changes are disallowed by such applications. If you don't understand this,
perhaps you shouldn't have these "protections" installed/enabled in the
first place.

I thought the idea was to make changes stick. Not undo Registry changes!
The OP's Display Settings are not sticking or have I lost the plot?

Safe Mode doesn't undo changes made to the Registry, though.
If you do it in Safe Mode none of those are running.

I know that but the relevance of what you have said with regard to

Simply put, some of these protections make changes to the Registry and
rebooting into Safe Mode (while disabling the application) does not undo
these Registry changes (e.g., Spybot Tea Timer).

You could have said that in the first place! However, Spybot intervenes
on my system and ask me if I wish to allow a change. It does not, SFAIK,
prevent a change without warning. Tea Timer runs on my system as part of
Spybot S & D. Whether it makes registry changes is not something I am
aware of. I only know it can prevent change but as I said you are
invited to make a choice of allow or deny.

Any "protections" enabled by applications that alter the Registry (e.g.,
Spybot Tea Timer; NAV & Norton Add-ons).
