Display Settings Not Saved

Anytime Windows Installer is run, I restart the system, and at times when I
exit explorer and IE7, the display settings on my computer are lost and
revert to a blue background and no screen saver. I also lose the settings I
have for event sounds. This has been happening for the last month and I have
no idea what was processing when it started since I am not the only user. I
am using Windows XP SP3 and current with updates.

It sounds a lot like user profile corruption to me. I would create a new
user account and see if the problems disappears.
