Have you (or someone else) messed with the color settings in your Display
Options? Open Display in Control panel, then click on the settings tab, then
the Advanced Button. Look around to see if your have some color definition
you can adjust. Since I don't know the make of your card, I cannot tell you.
See if you can reset to the default settings there.

Also, your monitor may be going awry, but I doubt it, you may want to check
any advanced settings there . Other than that, you may need a new video card
if all else fails.

turned 45 degres to the right. therefore my tool bar runs up the riight hand

Do you mean 90 degrees? Check in the properties settings for your video
adapter. There should be a control for rotating the screen. Right-click
on the desktop, select Properties, then the Settings tab, then click on
Advanced.
