Hello,

When the start menu/control panel or any web site is shown it is
transparent, you can see the icons on the desktop in the background. How can
this be fixed?

What the name of Theme you are using and you downloaded it from the Internet?.
Try system Restore to an earlier date before that happen, please be sure
your system is clean from malwares.

The theme was "Windows XP Modified". I just changed it to "Windows XP
Classic" and the problem is still there. How to check for malwares? Thank you

Download these utilities and Updates their definitions:
http://www.safer-networking.org for Spybot S&D
http://www.lavasoft.com/products/ad-aware_se_personal.php
Did you tried another background and Apply the Windows XP [Modified] this
time.
Try this fix from kelly-korner:
http://www.kellys-korner-xp.com/xp_tweaks.htm
(Line 187 ) Restore themes functionality in the First column and you can try
the Restore Luna theme in the second column if the first fix didn't help.

Do you think that having CATALYST(R) Control Center as a tab in the settings
for display properties is having something to do with this problem? I don't
know this program and how it relates to display settings. If it should not
be there, how to get rid of it? Could this be causing the problem?

It could be, but I really can't say for sure, but here are some links you can
updates the Video Driver:
Catalyst® Release Note Version 6.4
http://www2.ati.com/relnotes/catalyst_64_release_notes.html

http://www.tweaksrus.com/index.php?option=com_content&task=view&id=675&Itemid=1

Or you can Remove it if you are sure is the culprit from Add/Remove programs.
