Display issue

Hey guys

My mate's brother is having a problem with the desktop background on
his PC. When booting up, he can see it initially, but as soon as the
icons load up the background disappears. He reckons he can't simply
select another background either...

I've told him to make sure his graphics drivers are up to date, etc,
but nothing I've suggested helps.

Anyone ever experience this before?

TIA

First does this issue happen in Safe Mode?.
Did He/She tried System Restore to an earlier Date before this issue arise?.
There are some possibilities here:
1- A corrupt Profile can cause this, by creating a new profile and testing
to see the new profile will get access and stable display Desktop or not the
case.
2- An infection can cause this, so by making sure the machine is clean we
will eliminate the infestation.

Let Him/Her have a look in the event viewer for error messages(X) and post
them in your next post.

You may have a group policy on your computer that only allow BMP images, so
try to see the GPO by doing this:
Open a run command and type in:
gpedit.msc click [OK] and locate the Administrator Template then look for
the Wallpaper settings.

Also on the Registry:
Open a run command and type in:
regedit.exe click [OK]
[-]HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop=
In the right Pane/Window locate and Double click the value named
"NoChangingWallpaper" Set it to (0)
[-]HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop=
In the right Pane/Window locate and Double click the value named
"NoChangingWallpaper" > Set it to 0

= Right click Desktop select Properties and on the Display properties click on
Desktop Tab then click Customize Desktop.
On the Desktop Items click on Web Tab and be sure all boxes unchecked there.
Then click on Appearance Tab then Effects button. On the Effects window be
sure the settings been set to suite your requirements.

Line 142- Allow Wallpaper/Background Changes:
