Display driver error

I purchased a computer from time which has a fairly good
specification for the price. Since it was delivered it
has had a problem which has swiftly gotten worse. When
Windows boots up My system slows down while loading the
desktop icons and freezes. A screen eventually appears
with a warning message and error codes (the screen is
severly pixellated). I iinitially thought this was down
to suspect software but have since used my restoration
disk without installing software and the same errors
occure. I have been fobbed off many times by Tme
computers and would desperately like some help with
finding out what is wrong with my system. I have an ATI
Radeon 9200 256MB graphics card. I have updated the
driver with the new catalyst driver but to no avail.

The driver ati2dvag for the display device \Device\Video0
got stuck in an infinite loop. This usually indicates a
problem with the device itself or with the device driver
programming the hardware incorrectly. Please check with
your hardware device vendor for any driver updates.

Also a pop up occasionally informs me that windows was
unable to succesfully complete a drawing opperation. I
have tried many things to solve this problem but still
have no idea. Please, please help.
