display colors

I have 2 computers both running XP home --Both using Internet Explorer and Outlook Express--Using Excite as a home page--One shows web page colors as I have come to expect --the second (a new one) shows all text in blue only and, with the exception of pictures, no other color. The first has sp1 and #2- sp2.
I have been unable to locate a command to change--Please-any help will really be appreciated ---Mel
