Dismal Cover Page Editor

Is the cover page editor that comes with Win2003 fax services the only tool
available? This thing is really a piece of SH!T. I realize that faxes are
old technology and hopefully, someday, the entire business world will wake
up having discovered the wonders of email. But until then we are stuck
trying to automate fax transmission.

Does anyone know of any other tool to generate cover page (.cov) templates?

To the best of my knowledge, there are no third party editors for Microsoft
Fax .COV cover page files.
