Diskcleanup to start on F drive

A Dell supplied repair man (?) installed a new hard drive on a friends computer (warrantee repair),
without first disconnecting the second hard drive used for data storage.
As a result, the OS and all program are installed on the F drive now. (C is the old data drive, D
and E are CD drives.) She can live with this drive letter assignment, but want Diskcleanup to
default to the F drive. Is there any way to change either a shortcut to this tool or in the
registry to change the default drive for Diskcleanup?

Create a shortcut with a target line of "%windir%\system32\cleanmgr.exe /d
f:" without the quotes.
